How short is a mini dress?
Mid-thigh is the usual landing spot, though it depends on your height far more than your size. A mini is cut to a fixed length, so the same dress sits a few inches higher on someone tall and closer to the knee on someone shorter, and going up a size adds width rather than hem. This one is cut as a mini and it has an open back, so the fitting room is the place to sit down in it and find out how both ends behave.
Are polka dots dressy or casual?
Scale and contrast decide it. Small dots set close together read almost as a texture from a few feet away, which is what lets a dot print pass as dressy, while large, widely spaced dots stay playful and retro no matter what you put with them.
